基于平衡记分卡模糊网络分析的民生项目选择方法

为降低民生项目选择的主观性和经验化,综合考虑民众需求、财务状况、项目特性等多方面的因素,建立了一个可适合各级政府部门的基于平衡计分卡(BSC)的民生项目评价指标体系及民生项目选择的模糊网络分析(FANP)模型,并提出了基于该模型的民生项目选择思路及决策流程.最后以某政府部门民生项目决策为例,对BSC-FANP模型进行了应用,结果表明该方法可以为民生项目的合理选择提供有效指导.

Selection of Public Welfare Projects Based on BSC FANP model

In order to reduce the subjectivity and experience of the people's livelihood project selection, this paper consider factors like the needs of the people, the financial status, project characteristics and so on, establish a evaluation index system based on the balanced scorecard and FANP model of people's livelihood project selection, which suitable for government departments at all levels. And some ideas of the people's livelihood project based on the model selection and decision process are presented. Finally, the paper use a government' people's livelihood project as an example, application the method which been put forward. The results show that the method can provide better guidance for rational selection of the people's livelihood project.
