法制精神培育与法治环境优化

法治建设能否成功,不仅取决于有利的法治社会环境,更有赖于法治精神对社会的渗透程度。当前我国法治建设最缺撼的是法治精神。法治精神培育,必须构建法治精神的三大要素。法治环境优化,必须健全民主政治、完善市场经济、培育理性文化,改善法律运行环境,并始终坚持以法治精神培育为内在灵魂。法治精神培育与法治环境优化是相互促进、包容共生的关系,在法治建设中,两者必须紧密结合、协同作战,不可有须臾的分离。

Cultivation of Legal Spirit and Optimization of Legal Environment

The success or failure of legal construction depends not only on the favorable socially legal environment but also on the pervasion of legal spirit to the society. At present, what is urgently needed in China's legal construction is legal spirit. To cultivate the legal spirit the three elements for it have to be constructed. Before optimizing the legal environment, we shall center on the cultivation of legal spirit in addition to improving democratic politics, perfecting market economy, cultivating reason culture, and upgrading legal operation environment. The cultivation of legal spirit and optimization of legal environment can promote each other so as to realize mutual development. In legal construction, these two aspects shall work with each other closely rather than separately.
