二元结构下的城乡教育公平研究

我国城乡教育失衡的表现，一是享有教育的机会失衡，二是接受教育的待遇失衡，三是获得的教育质量失衡。城乡教育失衡的根本原因在于城乡二元经济结构。缩小城乡教育差距应当做到：思想上将城乡教育公平作为基本价值目标；财政上提高农村教育经费在政府支出中的比重；机制上取消带有等级色彩的城市”重点学校”制度；制度上让受教育者在接受教育时更具有可选择性；实践上使弱势群体得到实质性的照顾；政策上建设城乡教育公平发展的长效机制。

A Study on the Urban and Rural Educational Equality with the Dual Structure

The imbalance of our country＇s urban and rural education lies in the following three aspects： the imbalance of education opportunity; the imbalance of education treatment; the imbalance of education quality. The fundamental reason for such imbalance is the dual economy structure of city and countryside. To narrow the gap between the urban education and rural education, it＇s required to regard the urban and rural education equality as rite basic value target in terms of thinking; to increase the proportion of rural education expenses in the government expenditure in terms of finance; to abandon the system of city ＂Key School＂ which has the characteristic of hierarchy in terms of mechanism; to increase the education selectivity for the students in terms of system; to give material care to the disadvantaged groups in terms of practice; to set up a long-acting mechanism of equal development of and rural education in terms of policy.
