| Abstract: | A large scale of effective anti smoking campaign happened in Zhi Li Province during the new policy in the late QIng Dynasty. Whether social groups or the ruling classes even foreign invasion forces participated in the anti smoking campaign. The anti smoking campaign in Zhili made good achievements, which are inseparable from Yuan Shi-kai, the powerful governor of ZhiLi province in the late Qing Dynasty. |
