林农创业行为主要可控因素的机制研究

【目的】研究量化创业各可控因素对于林农创业行为的影响,找出其中关键因素,为建立林农创业激励模型提供数据和理论基础。【方法】基于创业理论、行为经济理论的主要观点和方法,设计调查问卷,从林农自身素质和政府行为激励的角度对林农创业行为的机制进行分析; 收集江苏林农创业的相关数据,建立相关林农创业的计量经济模型。【结果】通过统计检验发现:有无配套激励政策、林农受教育水平、有无创业平台、是否接受过创业培训、有无树立创业榜样、林农年龄等因素对创业的影响呈显著正向关系; 政策支持资本、政府科技投入的影响虽然为正向,但不显著; 风险态度对林农创业行为的影响是负向的。【结论】政府可以从如教育、培训、创业平台、配套措施等方面入手,同时扶持树立创业榜样、建立创业风险保障体系等措施提高林农通过个人努力获得收益,从而完善林农创业的激励机制。

Study on the mechanism of main controllable factors in forest farmers entrepreneurship

Objective] Farmers starting up businesses can provide a sustainable endogenous power source for the development of forest regions.Based on the main ideas and methods of entrepreneurship theory and behavior economic theory,this study analyzes the mechanism of farmers' entrepreneurship behavior from the perspective of their self-quality and governmental promotional incentives.This study quantifies the effect of various controllable factors on the entrepreneurial behavior of forest farmers,and identifies the key factors,thus providing the data and theoretical basis for establishing the incentive model for forest farmers.Method] A questionnaire was used to collect the relevant data on Jiangsu forest farmers' entrepreneurship,design,and the survey data was used to build a relevant forest farmers entrepreneurial econometric model.Result] Statistical analysis showed that:“whether or not a supporting incentive policy exists”,“the education level of the forest farmers”,“whether or not an entrepreneurial platform is available”,“whether or not received entrepreneurial training”,“establishment of business models” and “age”,were the most important factors with significant positive effects on the businesses;the effects of the factors “policy support capital” and “government investment in science and technology” were positive but not significant;“risk attitude” had the largest negative effect on the entrepreneurial behavior.Conclusion] The government can begin with various approaches through education,training,business platforms and support measures,while supporting the establishment of entrepreneurial role models to establish entrepreneurial risk protection systems to improve the farmers' personal efforts to obtain the benefits,so as to improve the incentive mechanism for farmers.The government can improve the opportunities for farmers to receive higher education,provide free entrepreneurial guidance training,and set up a business exchange platform and multi-sectoral joint implementation of supporting incentives.If we strengthen a positive guiding governmental role,the forest farm business can be effectively promoted.
