论旅游业在经济发展中的重要地位与任务

旅游业在经济发展中具有重要地位和作用,它是满足群众精神需求和实现文化价值的重要载体,是生态文明建设的重要阵地,是缩小城乡差距和贫富差距的重要途径,是增加国民就业的重要领域,是拉动居民消费的重要引擎,也是国家整体外交的重要补充。但是由于受对发展旅游业认识不足、国际竞争力不强、缺乏世界一流的旅游企业集团、整体服务质量相对落后于发达国家等制约因素的影响,目前还不能发挥旅游业战略性支柱作用。要促进旅游业转型升级,关键是要加快实行＂三个转型＂,即：促进旅游资源由分散开发向整体开放开发推进转型、促进旅游消费由观光旅游为主向观光休闲度假并重转型、促进旅游收入由门票为主向综合收入转型。具体来说,采取如下举措：一是扩大旅游业综合改革;二是打造旅游精品;三是壮大旅游企业;四是增强国际竞争力;五是培育一流人才;六是提高服务意识。切实增强旅游业发展动力,充分发挥旅游业在国民经济的战略性支柱产业的作用。

On the Important Position and the Tasks of Tourism Industry in the Economic Development

tourism has the important status and position in the economic development.It is an important carrier to meet the spiritual needs and achieve cultural value,an important field of the construction of ecological civilization,an important approach to narrow the gap between rich and poor and the gap between urban and rural areas,an important area to increase the national employment,an important engine to pull the residents＇ consumption,and an important supplement of the overall national diplomacy.To this end,we must develop tourism to become a strategic pillar industry of national economy.While,if tourism wants to play a role of strategic pillar,there are many restraining factors such as inadequate understanding of tourism development,week international competitiveness,lack of a world class tourism enterprise group,and relatively lagging-behind overall service quality.In view of the present tourism development situation,we must promote the transformation of tourism resources from the decentralized development to the overall open development,promote the tourism consumption of both sightseeing and leisure vacation,promote the transformation of tourism revenues from tickets to comprehensive income,so as to give full play to the role of tourism industry in the strategic pillar industry of national economy.More specifically,we should take the following measures：the fisrt is to deepen tourism comprehensive reform; the second is to provide high-qualified tourism products; the third is to strengthen tourism enterprises; the fourth is to enhance the international competitiveness; the fifth is to cultivate first-class talents; the sixth is to improve the service consciousness,and the seventh is to strengthen the tourism development momentum.
