| 摘 要： | 社会建设与社会管理是当前我国政府管理的重要内容。政府公共管理是政府与社会公众的互动过程。公众对政府公共管理的有效性具有直接影响。社会心态是影响公众行为的重要因素,转型期社会心态的变化特别是一些不良的社会心态导致政府与公众关系的复杂化,进而影响公共管理的针对性和有效性。公共管理创新须充分重视社会心态因素的影响,通过公共管理理念和制度创新,提升社会心态约束下的公共管理有效性。
