The paper discussed the stragegic significance systematically about establizhing water-saving cities, and sumed up the strategic significance to three aspects as follows: setting up water-saving cities is a new research subject for human being in the future; Setting up water-saving cities is a new solution to deal with the water crisis in the future; setting up water-saving cities is a new strategic acts to prevent and cure the deterioration of water environment day by day. On discussing above questions, it also forcasted the increasing rate of the total output and proportion of water during the urbanization in future, and analysed because of the high-speed increace of water use, the harmful effects on the water resources and environment of the whole world.
