| 摘 要： | 分析了中国城市化发展缓慢的原因，指出走中国特色的城镇化道路是解决“三农”问题，实现共同富裕的有效途径。并从流转土地承包权、加快户籍制度改革、完善社会保障体系、改革城镇建设投资体制、引导农民树立城镇化观念五方面提出了政策性建议。

| Abstract: | The reasons why Chinese cities are developing slowly are analyzed. It is pointed out that the urbanization with Chinese characteristics is an effective way to solve the problem of＂Three Rural Issues＂ and to achieve the goal of becoming rich together. The policy recommendations are presented about the contract right to transfer land, the household registration system reformation, the social security system, the urban construction investment system, and the establishment of urbanization concept of farmers. |
