摘    要:通过应急平台实现应急组织资源协作调配是当前应急工作的重要方法.根据突发事件情景任务,快速组建与应急任务功能契合的应急资源组织体系,是保证应急管理平台的辅助决策有效性的关键.本文在对应急管理平台资源集成模式分析的基础上,建立了任务驱动的应急平台资源集成框架,对任务驱动的应急虚拟组织协作过程进行了建模分析,并提出了一种模型求解算法和算例应用.

Abstract:Managing the emergency resources through organizational collaboration on the emergency platform is currently an important method in emergency response work. And in this process how to make the emergency process effect which could meet the technical and functional need of the emergency platform is the key factor of the success of emergency management. In this paper, the method of emergency resource integration was analyzed and a process which could be made and adjusted according with the requirements of the tasks was proposed and the model for this task-oriented management process was built attached with the algorithms and applications.
