基于德尔菲SWOT混合分析的国有企业采购管理策略研究

采购管理是物流产业中的第一环节,也是至关重要的一个环节.为优化国有企业的采购管理,节约采购成本,运用德尔菲SWOT混合分析方法对国企采购管理现状进行分析,最终得出6个机会因素、10个优势因素、7个威胁因素和2个劣势因素,并计算出每个因素的权重和标准化权重,最后根据分析结果,结合采购产品组合策略和供应商组合策略等提出国有企业的采购管理要培养长期的伙伴关系,建立信息对称机制,并且要基于供应链进行采购管理.

Strategies of State-Owned Enterprise Purchasing Management Based on Mixed Delphi-SWOT Analysis

Purchasing management is the first step in the logistics industry,which is also one of paramount importance.Aimed to optimize purchasing management of state-owned enterprises and save procurement costs,the mixed Delphi SWOT analysis was adopted to analyze the status quo of state-owned enterprise purchasing management,6 opportunities,10 advantages,7 threats and 2 disadvantages were finally obtained,and the weight and standardized weight of each of the above factors were calculated.The analysis results showed that the procurement product portfolio strategies and supplier portfolio strategies should be combined and purchasing management of state-owned enterprises be developed into a long-term partnership,to establish the information symmetry mechanism and manage purchasing management and procurement on the basis of the supply chain.
