| 摘 要： | 山西新型农村合作医疗制度应该是一种非均衡的制度模式。不同的县域应该选择不同的模式，第一类贫困地区可以选择福利型加医疗救助模式；第二类经济发达地区选择风险福利型加城镇医保模式；第三类中等发达地区选择风险福利型模式；第四类不发达地区可以选择风险型模式。

| Abstract: | Shanxi new rural cooperative medical system should be a non-balanced system mode.Different county should choose different mode,the first kind of poor areas could choose the mode of welfare plus medical assistance;the second kind of economically developed areas should choose risk-welfare plus town medical insurance mode;the third kind of middle-developed areas should choose risk-welfare mode;the fourth kind of underdeveloped regions could choose risk mode. |
