基于灰色模糊理论的政府信息共享能力测度研究

政府组织间的信息共享对于提高政府管理和服务水平具有重要意义,政府组织的信息共享能力决定了信息共享的效果.针对目前政府组织间信息共享能力评价的缺陷,设计了影响政府组织间信息共享能力的因素,然后采用传统的测度指标剔除方法与基于权重向量区间分析相结合的方法对指标进行了筛选,提出了政府组织间信息共享能力测度的指标体系.在该指标体系的基础上,构建了基于灰色模糊综合评价方法的政府信息共享的能力测度模型,并用案例证明了该测度模型的有效性和可行性.该模型将定性与定量分析相结合,在一定程度上克服了信息不完全和主观性的影响,使测度结果更科学.

Research on measurement of government information sharing capacity based on gray fuzzy theory

It is significant to share information between governmental organizations for improving government management and service level.The effect of information sharing is determined by the information sharing capacity of governmental organizations.To improve the evaluation ability of information sharing between governmental organizations,indicators which affect information sharing between governmental organizations are designed.Then,the indicators are selected by using the traditional removing method and interval analysis method based on the weight vector,and indicator system of measuring ability of government information sharing is presented.In addition,the gray fuzzy comprehensive evaluation model of sharing information is built on the basis of this indicator system.An example is given to validate the effectiveness and feasibility of the measurement model.Combining qualitative analyses with quantitative analyses,this model can overcome the effect of subjective factors and incomplete information to a certain extent and makes the measure results more scientific.
