落实科学发展观 振兴东北老工业基地

东北地区作为以重化工业和基础工业为特征的国家老工业基地，在为中国的经济发展做出巨大贡献的同时，也出现了生态环境、自然资源、工业结构、人口与就业、地区与城乡发展等方面的问题，极大地阻碍了振兴的进程．因此，在振兴东北老工业基地的工作中，必须树立和落实科学的发展现：从以产出增长为中心转向以实现就业有效增长为中心；从以犒活国企为出发点转向产权结构多元化发展；从发挥主导产业比较优势转向发挥产业集群竞争优势；从传统的线性经济模式转为循环经济模式；从只重视产业振兴转向区域与城乡协调发展；从相对封闭的内循环状态转向东北亚开放前沿。

Carrying out scientific development view and revitalizing China's northeast old industrial base

As national old industry base,China's northeast district is characterized by industry and basis industry and when this district has made a great contribution to the devetopmarct of China`s economy,it occurs some problems on ecological environment,natural resource,industry structure,population and employment,and district and town-country developmant which prevent the procgress of its revitalizing.This paper,acconding to these problems,proposes and amalyses the specific contents of scientific development view.
