| 摘 要： | 民族地区科技创新基础能力薄弱,科技投入和研发经费短缺,科技人力资源严重不足,科技体制改革滞后,这些已成为影响其科技进步与创新的主要制约因素。民族地区要加快转变经济发展方式,实现创新驱动和科技发展的整体性跨越,应全面加强科技发展能力和自主创新能力建设,进一步完善相关政策,加大科技投入和人才队伍建设力度,因地制宜建立各具特色、优势互补的区域创新体系,逐步推进重点领域的科技创新与突破。 |

| Abstract: | The limited basic ability in scientific and technological innovation, the lack of sci - tech investment and science and development fund, the severe inadequacy in sci -tech human resources and the lagging in scientific and technological system reform are the key factors hindering the advance and innovation of science. It is proposed that minority regions should quicken the transformation of economic development models, realize the overall leapfrog of scientific and technological development, improve the capability in scientific and technological development and independent innovation in an all - round way, further perfect some related policies, increase investment in science and technology, strengthen the construction of talent contingent, build unique and advantageous regional innovation systems appropriate to the local conditions and boost the scientific and technological innovation and breakthrough in the key fields gradually |
