核电厂营运单位应急响应能力评估方法研究

结合核电厂营运单位的应急准备工作和核安全监管部门的监管机制与日常监督检查工作,同时充分考虑应急响应能力的构成要素及其特点,建立了一套核电厂营运单位应急响应能力评估方法。该评估方法包括定量化的性能指标的评价体系和定性的检查发现的评价体系,以及两体系在显著度确定程序的辅助下形成综合评价结果。评估方法可协助发现核电厂营运单位在应急响应能力方面存在的问题,合理分配职责及监管资源,指导和规划营运单位和监管部门的响应行动。

Study on Methodology for Evaluating the Capability of Nuclear Power Plants for Emergency Response

A methodology for evaluating the capability of nuclear power plant for emergency response is is proposed here. It is based on the regular emergency preparedness of nuclear power plant, the routine regulation activity and oversight process of nuclear safety authority and the key planning elements and their characteristics of capability for emergency response. The methodology includes performance indictor for quantitative evaluation, inspection finding for qualitative evaluation and the overall evaluation with the help from significance determination process. The methodology is expected to help to disclose the witness or problems in emergency response capability, help to assign responsibility and resources appropriately and help the licensee and the authority to arrange response action matrix adequately.
