国外社区学院建设的经验及其对我国的启示

社区学院的持续健康发展是全面推进社区教育、提高全民素质的重要基础,也是构建终身教育体系、建设学习型社会的必然要求。国外社区学院建设在立法、管理模式、社区教育工作者专业化、社会资源整合、技术支持等方面积累的成功经验对加强我国社区学院建设具有重要的借鉴意义。对此,我们需要建立健全相关法律法规、赋予社区学院及社区居民一定的自主管理权、加强社区教育工作者的专业化建设,以及充分利用现代信息技术,以促进我国社区教育发展,进而提高全民素质。

Development Experience in Foreign Community Colleges and Its Enlightenment for China

The sustained and sound development of community college is essential for advancing community education and raising the general quality of the people. It is also the requirement for im- proving the lifelong education system and building a learning society. The foreign community colle- ges have accumulated much experience during its development, in terms of related legislature, man- agement mode, professionalization of community college staff, integration of social resources and technological support, which is worth learning from for China to further develop its community col- leges. Therefore, we shall establish and improve relevant laws and regulations, endow the commu- nity colleges and the residents with certain right of self--management, strengthen the construction of professionalization of community educators, and take full advantage of modern information tech- nology to promote the development of community education in China and thus enhance the quality of the whole people.
