| 摘 要： | 农村弱势群体对权利保护的需求与权利实现存在巨大冲突;农村弱势群体权利保障具有保障覆盖率低,对财政依赖性较强的特点。民族发展的差异性,决定了对弱势群体的权利保障和权利实现的差异性。必须规范社会保障立法,使民族地区农村弱势群体权利保护实现差异的缩小化,以促进各民族的共同发展。

| Abstract: | It exists great conflicts between demand which protection of rural vulnerable group rights and achievement of rights,protection of rural vulnerable group rights have the characteristics which coverage rate is low and deep dependence on the financial.protection and achievement of rights of rural vulnerable group.At present,we must be standardized social security legislation to bridge the gap protection achievement of rights of the rural social vulnerable groups in ethnic regions,in order to promote the common development of all ethnic groups. |
