| 摘 要： | 随着科学技术不断进步且在金融危机的大背景下，如何拓展和创新利用外资的方式变得越来越紧迫。文章对我国BPO的发展现状进行了全面的阐述，在此基础上就发展过程中出现的人才资源结构不合理、布局分散、市场不规范、法律不健全等问题进行了深入的分析，并且提出了要培养和吸引专业人才，注重布局、统筹规划，整合资源、拓展市场等应对策略。
