人才系统规划的一种仿真方法

摘    要:本文研究多级人才系统的控制(规划)问题,人才在该系统中以不同年龄分布在不同级别中。人才系统的年龄与级别结构往往不很理想,如何控制人才的流动才能使人才系统的结构变得更为合理是人才系统规划的重要问题。在现有文献中。都将招聘作为控制手段,而晋升则为随机变量。本文则适合我国国情,将招聘作为外生变量而用晋升作为控制手段,并以仿真方法解决了使人才系统能跟踪一个理想变化轨迹而最后达到理想的优化控制。最后并以某大学的教师队伍结构调整为例,示明本文所提方法是有效和可用的。

Abstract:This paper deals with the control of a multi-grade manpower system, in which people of different ages are distributed in different grades. The structure of grade and age of a manpower system is often far from ideal. An important question is how to control the flow of people so as to attain and maintain more rational structure. In current literature recruitment is most often chosen as a control variable while promotion as a stochastic variable. This paper proposes a simulation method, in which recruitment serves as an, exogenous variable and promotion as control one to keep the grade and age structures following the ideal ones. The practice of a Chinese university teaching staff system is given as an example of the use of this method; and it confims the usefulness and applicability of this method.
