我国科技经费投入与经济增长的协整分析

运用协整的方法对我国1996～2008年的不同投入主体的科技投入与经济增长的关系进行了实证研究。结果表明,政府科技经费投入和企业科技经费投入与经济增长之间存在长期的均衡关系,即政府科技经费投入、企业科技经费投入的增加都是国民经济增长的原因,而且企业科技经费投入对经济增长的推动作用要明显高于政府科技经费投入对经济增长的推动作用。为提高科技进步对经济增长的贡献,需要加大科技投入,尤其是企业的科技经费投入,强化企业在研发投入中的主体地位;政府在加大科技投入力度的同时,更要注重发挥政府科技经费对企业科技投入的引导作用。

An analysis on the input for Science & Technology and Economic Growth based on the Co-integration

By using the co-integration method,the relationship between the different sources of the input for Science&Technology and economic growth from 1996to 2008in China is examined.The result shows that there is a long-term equilibrium relationship between the input for Science&Technology and economic growth in China,the increasing private investment more effectively promotes economic growth than public expenditures.In order to increase the contribution share of technological change,efforts should be made to increase input for Science&Technology,especially the private investment;our government should increase input for Science&Technology,and more importantly,guidance should be available to help the enterprises raise money independently.
