| 摘 要： | 复杂系统问题的解决单靠数据、信息和模型是不够的，钱学森等提出综合集成方法要把专家、决策者的意见综合进去，然而，这些意见未必相同，因此要达成共识就有很多工作要做。本文从系统的角度探讨共识的定义、基本概念以及取得共识的过程、方法和工具。

| Abstract: | It is not enough to solve the complex system problems only with the data, information and model. Prof.Qian et al proposed the metasynthesis approach, which synthesizes the opinions from experts and decision makers. But it is often the case, opinions are quite different. So in order to obtain some consensus from these opinions we have to do a lot of works. This paper will discuss the definition of consensus, its basic concepts and the process for obtaining consensus, the methods and tools for reaching consensus. |
