| 摘 要： | 布什政府批准的21世纪美国新国家安全战略,坦率阐明了谋求全球经济、军事霸权的目标,提出了先发制人遏制国际对手崛起的战略原则,从长期来看,它可能对中国的国家经济安全构成最大威胁。从美国新国家安全战略的出笼过程看,它并非是反恐战争时代的产物,而是在前苏联刚刚解体和国际格局出现失衡的情况下,右翼保守智囊就酝酿成形的全球霸权战略,现在美英高官正将其发展成新帝国主义论和新罗马帝国构想。美国石油、军工垄断财团为追求经济利益,在推动美国全球战略演变方面影响巨大。
