西部地区国有商业银行人力资源管理问题探讨

摘    要:论述了西部地区市场化程度及人们思想观念等差距。指出要缩小东、西部之间的差距,最核心、最根本、最迫切的任务是建立一支高素质的人才队伍。要实现这一目标,必须打破传统的人事管理模式,彻底解决人事管理中岗位配置缺乏科学合理性、绩效考核工作滞后、工资分配机制僵化等问题:人力资源管理部门应抓好职务分析基础工作,建立健全绩效考评与绩效管理系统,改革收入分配制度,强化培训工作、完善职业发展管理,以提高西部地区国有商业银行人力资源开发与管理的成效。

Management and Problems of Manpower Resources in State-Owned Commercial Banks in West China

Abstract:This paper discusses the sharp contrast between marketing and people'sconception in West China. It points out that the most essential, fundamental and urgent task is to build a highly qualified personnel team so as to narrow thisgap. The following measures are suggested in order to achieve this target. Theconventional mode of personnel management should be changed. Solutions to such problems as lack of rational use of post allocation, backwardness of evaluation and rigidness of wage allocation should be found. The department of manpower resources management should focus its concentration on the work of post analysis, system construction and perfection of evaluation and management, reforms in incomeallocation management of strengthening training as well as perfection of vocational development in order to improve its exploitation and management.
