| 摘 要： | 教育政策议程建立的主要影响因素有问题自身的原因、教育行政机构的预测性发动、大众传媒、政治经济体制改革及国际环境等。而在实际运作过程中,教育政策议程会受到其中一个或多个因素的共同影响,对此问题研究有助于我们科学地制定教育政策。
