| Abstract: | Starting from the property right characters of enterprise and the property right characters of human capital, this paper points out the importance of human capital especially of the enterprisers, analyzes on the shortages of the state-owned system under the fixed thinking modes, and puts forward the design of optimum mechanism of enterprise's ownership. |
