建筑工程质量保险制度的效用与成本研究

运用外部性理论，从社会成本与社会福利变化的角度分析了建筑工程质量缺陷造成外部不经济的机理以及建筑工程质量保险制度对减少这一负面效应的作用，论证了质量保险制度的实施是必要和有价值的．同时，对质量保险制度本身成本的本质进行了深入分析，认为质量保险制度本身成本为制度的实施带来的阻力并提出了相关对策，为我国质量保险制度的建立和发展提供了理论和实践依据．

Economic Analysis of Inherent Defects Insurance System

Based on the externality theory, this paper presents, from the angle of social cost and welfare,an analysis of the external diseconomics caused by inherent defects in buildings, and the function of inherent defects insurance system to reduce this kind of negative effect, .and demonstrates the necessity and value of inherent defects insurance system. Furthermore, this paper presents an analysis of the cost of the system itself in details and the obstacle to the implementation of the system brought about by the cost, and then suggests the countermeasures. This paper provides a theoretical basis for implementing inherent defects insurance system in China.
