基于胜任力模型的国有企业智库复合型人才培养路径研究以南方电网能源发展研究院为例

本研究聚焦国有企业智库复合型人才培养,制定了培养路径——角色定位(Role positioning)-能力诊断(Ability diagnosis)-方案制定(Content determination)-效果评估(Effect evaluation),即RACE路径.首先分析确定企业智库人才的角色定位是具备较高研究水平和咨询服务能力的复合型人才,然后根据这一培养目标设计包含特质、知识、能力3个模块的国有企业智库复合型人才胜任力评价模型,并基于胜任力匹配结果制定人才培养方案,开展培养效果评估.最后,设计了一套适合南方电网能源发展研究院的人才培养RACE路径,以推动专业人才的加快培养.

Research on the Cultivation Path of Compound Talents in State-owned Enterprise Think Tanks Based on Competency ModelTaking Energy Development Research Institute of China Southern Power Grid as an Example

This study focused on the cultivation of compound talents in state-owned enterprise think tanks, and formulated the cultivation path of Role positioning-Ability diagnosis-Content determination-Effect evaluation, called the RACE path. Firstly, the role of enterprise think tank talents were analyzed and determined as compound talents with high research level and consulting service capabilities. Then, a state-owned enterprise think tank compound talents'' competency evaluation model that contains the three modules of traits, knowledge and capabilities was designed, and based on the results of competency matching, talent training plans were formulated and the training effect evaluation was carried out. Finally, a talent training RACE path suitable for Energy Development Research Institute was designed to promote all researchers'' training.
