印度的农村教育“喀科运”对我们有一定的启发，其做法是加强农村职业教育基础设施建设、重视农村职业教育办学经费的投入、推广农村职业教育的创新成果、农村职教发展和扶贫政策同步；以墨西哥为代表的南美模式是制订法律、依法保护农村职业教育的合法权益，宣讲农村的既得权益作为反贫困的重点，协调发展、惠农政策效果明显。职业教育立法和教育经费是农村职业教育的保障手段。
