新时代体育人口强省建设的综合评价及发展对策研究——以江苏省为例

体育人口是体育事业发展的重要体现,也是体育强国、体育强省建设的重要内容。因此,系统揭示省域单元体育人口发展的格局特征和短板不足,将有助于推进体育强国背景下体育强省建设。本文在界定体育人口强省内涵的基础上,运用熵权法、GIS空间可达性分析和聚类分析等方法,从规模、结构、质量和增速4个维度构建评价体育人口强省建设的指标体系,评价江苏体育人口发展的现状,基于此提出新时代江苏体育人口强省建设的对策措施。研究结果表明：江苏13个地级市体育人口规模、结构、质量和增速存在较大区域差距,苏北地区多数指标发展较不充分;依据体育人口强县建设的综合水平可划分为4类区域：沿江地区是体育人口发展较优区域,苏北和沿海地区体育人口发展明显滞后;结合驱动体育人口强省建设的主要动力：经济发展、基础设施、教育和文化水平、体制机制等要素,提出提升发展质量、优化结构、缩小分布差异、完善发展机制等新时代江苏体育人口强省建设的对策建议。

Research on the Comprehensive Evaluation and Development Path of the Construction of a powerful sports population province in the New Era

Vigorously developing physical culture is of great significance for strengthening the people"s health, promoting high quality development, and building a harmonious society. Sports population is an important embodiment of the sports development, and is also an essential part of the construction of a powerful sports province. This paper firstly defines the connotation of a powerful sports population province, and then constructs an index system for evaluating it from four dimensions including scale, structure, quality and growth rate. Secondly, it evaluates the pattern characteristics of the construction of Jiangsu powerful sports population province. Based on this, the optimization path of the construction of Jiangsu powerful sports population province in the new era is proposed. Research indicates that there is a large regional gap in the size, structure, quality and growth rate of the sports population among 13 prefecture-level cities in Jiangsu, most indicators in northern Jiangsu have not been fully developed; According to the comprehensive level of constructing a powerful sports population province, it can be divided into four categories of areas: the area along the Yangtze River is a region with better development of sports population, but in northern Jiangsu and coastal areas, the development of sports population is obviously lagging behind. Finally, this paper puts forward several countermeasures and suggestions on improving the quality of sports population development, optimizing the structure of sports population, narrowing the spatial distribution differences of sports population, and improving the mechanism system of sports population development.
