| 摘 要： | 本文分析了公共资金资助的研究数据实现开放获取的重要意义,指出推动公共资金资助的研究数据实现开放获取已经成为各国的共识。在分析美国国立卫生研究院、英国研究理事会等国外科研资助机构开放获取政策的基础上,本文提出了科研资助机构制定开放获取政策的几点经验和启示。

| Abstract: | This paper attached great importance to the open access (OA) to publicly-funded research data and publications, which has already become a consensus in world countries. Based on the analysis on the OA policies of research funding agencies such as NIH, RCUK etc, the paper discussed the experience and revelation of the OA policy formulation practice abroad. |
