技术系统的演化是一个自组织过程。技术系统的进化过程，尽管有人的参与，仍是一个自组织的过程。自组织的技术系统观与技术自主论有着根本区别，是对技术自主论的辩证否定。技术和技术目的受到社会经济、政治和化的强烈制约，这就是它的他组织特征。技术既是自组织的，也是他组织的，是自组织与他组织的统一。

Self-organization and Herter-organization of Technological System

The evolution of technological system is a self-organization process though it involves man's participation. Technological system concept of self-organization is different essentially from independent theory of technology, which is a dialectical negation of independent theory of technology. Technology itself and technology object is strongly effected and restricted by social economy, polytics and culture that is its herter-organization characteristic. Technology is both self-organized and herter-organized, it is the unity of self-organization and herter-organization.
