| 摘 要： | 区域性公共技术平台建设机制的有效性问题主要集中表现为市场主导的技术创新活动的动力不足,政府支持的技术创新活动与技术创新主体的目标导向存在差异。要解决区域性公共技术平台建设机制有效性问题,必须加强知识产权保护,增强科研院所技术创新能力和生存能力,以及高校技术创新能力,建立和完善以企业为主体的产学研相结合的技术创新体系,完善政府科技计划管理机制与模式。
