摘    要:针时复杂武器装备虚拟采办SBA中的决策问题,对SBA系统综合决策中的效能、费用、风险、周期模型进行研究,提出综合运用这四维指标作为单目标函数的武器装备SBA综合决策依据的思路和方法.该方法可以全面而系统地与武器装备采办过程紧密结合,有效缩短武器装备开发周期、降低全寿命周期成本、减小采办风险、提高武器装备技战术性能.最后通过一个实例分析,表明该方法可操作性强,能够满足虚拟采办中综合决策的需求.

Abstract:To satisfy the decision requirements of complex weapon systems,the models of effectiveness,cost,risk and cycle for meta-synthetic decision of simulation based acquisition(SBA) are studied.The method and model of weapon system SBA decision-making are given,which synthesize these four dimensional targets as a single-objective function.The method can closely integrate with the weapon system SBA process to shortening the development cycle,reducing life-cycle costs and acquisition risk,and improving weaponry performance.Finally,through analysis on an application example,it is indicated that the proposed method is practicable and can be adapted for the integrated decision-making of simulation based acquisition.
