| 摘 要： | 文章分析了科技项目立项评价的现状和存在的问题，并从广义科技项目立项评价与狭义科技项目立项评价的共性要素出发．提出科技项目立项评价的新思维，以期解决现行评价方法存在的一些问题，为政府科技项目立项管理和科技发展目标的实现进行了有益的探讨。
