| Abstract: | Internal quality contributions outflowing, a case in which staff members of a university contribute to journals of other universities rather than to their own, is found more or less in city government run universities and responsible for the insufficience of contributions to the journals of these universities. On the other hand, the number of contributions from other universities is on the rise, which has led to the contradiction in accepting external contributions. A proper countermeasure to eliminate the contradiction, the writer holds, is to take a neutral attitude to internal quality contributions coutflowing while paying close attention to the selection of external contributions so as to guarantee the contributions quality of the journals in question. |
