| 摘 要： | 以综合评价理论和方法为指导,参考电子政务绩效评价的相关研究,运用Delphi法,提出了一套政府信息资源开发利用水平的评价指标体系,并提出了主观模糊评价与客观定量评价相结合的评价模型. 最后通过实证研究验证了评价指标和评价模型的有效性.

| Abstract: | Based on the comprehensive evaluation theory and method, combined with the research on E-government performance evaluation, a set of indicators is proposed in this article by using Delphi method, which includes qualitative evaluation indicators and quantitative evaluation indicators. An integrated evaluation model which combines dynamic comprehensive evaluation method with fuzzy evaluation method is presented. Finally, the effectiveness of the evaluation indicators and evaluation method is proved through a case study. |
