科技优先领域项目评价体系研究

摘    要:统筹有限的科技资源,优先支持科研效力高、科技潜力大的科研领域、方向和项目是科技管理工作的重点。在综合分析国内外科技项目评价体系基础上,结合我国科技发展和科技管理的实践,在国家创新方法研究专项——10000个技术难题评价方法研究项目的初步支持下,我们初步建立了基于结构分析的科技项目优先度评价体系(SPE—SA)。

Abstract:Coordinating limited resources of scientific and technological resources to fully select and support research areas, directions and projects with high effectiveness and great potential is the focus of technology man- agement. On the basis of comprehensive analysis of domestic and international projects evaluation systems, with the combination of China' s technological development and technology management practices, by the initial support of the national specific project on innovative approaches to research-evaluation methods for 10000 technical problems, we initially established an evaluation system for priority projects based on structural analysis.
