探究安全文化体系建设对煤矿安全生产和管理的作用及意义

本文针对我国煤矿近年来重特大事故频发这一实际情况,提出加强安全生产只靠法律法规和规章制度这些"硬"手段还不够,应在正确认识"以人为本"的安全管理理念的前提下,运用教化人、激励人、塑造人这些"软"手段,树立全新的安全思维。强调安全文化体系建设对煤矿安全生产和管理的作用及意义。

Inquires into the function and significance of security culture system construction to the safety in production and management of coal mine

This article in view of the fact that many heavy and especially big accidents have taken place frequently in recent years, and proposes that it is not enough that strengthening the safety in production only to depend on such "hard" method as laws and regulations, but should under the premise of correct understanding of safety manage idea of "humanist" ,and uses such "soft" method as enlightening the person, droving the person, molding the person, and sets up the brand-new security thought, and emphasizes the function and significance of security culture system construction to the safety in production and management of coal mine.
