| 摘 要： | 沈葆桢是晚清重臣,开发建设台湾是其一生所做的三件大事之一,＂开山抚番＂则是其开发建设台湾的核心内容,成为清政府治台新政策的起点,影响深远。＂开山抚番＂在巩固海防以及促进汉族、平埔族群与＂山地族群＂的交往,推动民族关系的发展,都有深远意义。

| Abstract: | Shen Baozhen is one of the most powerful and prestigious ministers of late Qing dynasty. One of his three important achievements in his lifetime was the development and construction of Taiwan. ＂Opening up the mountains while appeasing the aborigines＂ was the centerpiece of his Taiwan Policy and it was also the starting point of Qing dynasty＇s new policy on governing Taiwan. Therefore, it had a far-reaching effect. This policy was also very significant in consolidating coast defense, promoting mutual exchanges among local ethnic groups such as Han, Pingpu and mountainous natives as well as advancing the development of ethnic relationships. |
