| 摘 要： | 在漫长的国际军控体系形成与建设过程中，海军曾作为国际军备控制的主要调整对象。冷战结束后，以海军和政府海上准军事组织为代表的国家海上力量在国际军控体系建设中的地位与作用发生了显著变化，重新认识与评估这些变化，是新时期充分发挥国家海上力量在国际军控体系建设中的积极作用的重要条件。

| Abstract: | In the long process of developing the international arms control system,the navy has been the main object adjusted by this system.In the post-cold war era,the status and the function of national naval power have dramatically changed.Thus,to revaluate these changes is important for the national naval power to play the positive role in the international arms control system. |
