行政管理人员综合素质模糊评判

摘    要:行政管理人员的素质关系到行政管理绩效,直接影响到行政管理现代化的进程。对行政管理人员综合素质进行科学评价是提高行政管理水平的基础工作。因此,研究行政管理现代化及行政管理人员综合素质评价指标体系、评价方法,建立科学合理、操作性较强的行政管理人员综合素质评价指标体系,已成为各级领导和组织人事部门急需解决的重要课题。本文通过对行政管理人员综合素质进行系统分析,运用系统工程知识和模糊分析设计方法,建立了行政管理人员综合素质评价指标体系和多因素模糊综合评判决策模型,利用模糊综合评判的方法对行政管理人员综合素质进行评价,较好地解决了类似模糊决策的问题,为确定行政管理人员综合素质提供了科学依据。

Abstract:The quality of the public administration personnel concerns the public administration achievement, influencing the modernization process of the public administration directly. In order to improve the public administration level, we must evaluate the quality of the public administration personnel scientifically. Therefore, studying the modernization of public administration and establishing quota system of evaluating the quality of the public administration personnel have been a key topic for the leaders and organization and personnel departments at all levels. By the systematic analysis of the public administration personnel, the evaluation quota system has been established. Using system engineering knowledge and fuzzy analysis, the fuzzy synthetical judge policy decision models of administrative levels is established. Making use of the method of fuzzy synthetical judge in quality assessing of the public administration personnel, the problem of similar fuzzy policy decision can well be dealt with. The scientific basis is provided for assessing and managing of the public administration personnel.
