| 摘 要： | 我国西南少数民族聚居地大多地处贫困山区,都面临着如何实现脱贫发展与生态保护共赢的难题。云南省墨江县作为具有典型性和代表性的县份,在上述矛盾中摸索、徘徊多年。笔者在该县挂职县委副书记期间,通过调查和运用系统思维方法思考这一难题,提出一初步思路:引导贫困山区高度分散的农业人口,自发或自愿搬迁集中到城镇、集市居住,在林区生态得以恢复的同时,发展以现代林业为主的绿色产业集群(如林业、林下产业、蚕桑、水电、渔业、旅游等),把农业人口转化为产业工人,实现发展方式的彻底转变,同时,使这些地区的经济产业化、产业生态化、社会生活城镇化简并为同一个发展过程。这一思路或许对同类地区有一定参考意义。
