高校人事代理工作的异化及其救治

摘    要:人事代理制度是高校人事制度改革过程中的实践创新,是高校实现人力资源配置市场化,改变传统用人方式的重要举措。但在实践过程中由于存在片面强调自身制度建设,忽视科学管理配套制度建设;过于突出工具理性,忽视价值理性等倾向,导致人事管理制度出现制度价值背离的异化。树立以人为本的理念,转变单纯的制度约束为人文关怀,健全和完善相关制度,建立和完善人事代理人员利益表达机制等是实现制度异化救治的路径选择。
