基于信息生态理论的中科院资源计划项目（ARP）构建成效影响因素研究

此研究基于信息生态理论,把中国科学院资源计划项目（ARP）放入“人”、“信息”和“信息环境”三者交互影响的视角里,分析了408份问卷样本,发现“客服人员认真负责”、“信息质量满足需求”、“信息共享程度满足需求”、“信息标准化程度满足需求”、“信息化培训有成效”和“及时吸纳使用者意见”等对ARP构建成效有重要影响,并提出了ARP构建的优化建议。ARP是中科院构建的旨在提高科研资源利用效率、提升科研管理水平的管理信息系统。经过多次升级,ARP已在中科院规范工作流程、加强管理协同、共享信息资源和支撑管理决策方面发挥重要作用。以往研究大多将ARP看作独立系统,尚未从其与人及周边环境关系的角度探析构建成效。

Research on the Influencing Factors of ARP's Construction Effect Based on Information Ecology Theory

Based on the theory of information ecology, this study put the Academy Resource Planning (ARP) into the perspective of interaction among "people", "information" and "information environment", and analyzed 408 questionnaire samples. It was found that "customer service personnel are serious and responsible", "information quality meets the needs", "information sharing meets the needs", "information standardization meets the needs", "information training is effective" and "timely absorbing user opinions" had an important impact on the effectiveness of ARP construction, and then some optimization suggestions for ARP construction were put forward. ARP is a management information system built to improve the efficiency of scientific research resources utilization and the level of scientific research management. After several upgrades, ARP has played an important role in standardizing workflow, strengthening management coordination, sharing information resources and supporting management decision-making of CAS. In the past, ARP was regarded as an independent system, so its effect was not explored from the perspective of its relationship with people and the surrounding environment.
