| Abstract: | This paper introduces the design of a new type electrical meter that can compute electric fees according to different time sections. A three level system is presented for electricity management with an emphasis on a series of advanced techniques that help realize the time division fee counting function economically and accuracy in recording power consumption by improving its interference resisting ability. |
