| 摘 要： | 陈炯明地方自治思想内涵丰富，符合近代民治主义精神。在南北不能统一的历史条件下，他顺应潮流和民意，主张通过地方自治方式来实现国家统一，并在广东推行县自治，其地方自治理论和实践均有值得肯定之处。

| Abstract: | There is rich meaning in Chen Jiongming＇ s thoughts about local self-government, which are right in according to demorcratic view. While China can not be united either by Beiyang-government or by Southen-government, following the popular oppion and people＇ s desires, Chen Jiongming maintained that China should unite under the United Self-Provinces. There is practical meaning in the building of local self-government in the counties in Guangdong province promoted by Chen Jiongming. There are a lot of positive merits in both Chen Jiongming＇s thoughts about self-government and building of self-government in the counties. |
