创业带动就业政策的社会影响研究

鼓励创业带动就业对解决国计民生的就业问题具有非常重要的战略意义。2014年以来我国出台了一系列创业带动就业政策,如改革商事制度简化创业手续、简政放权、财税支持降低创业门槛、鼓励创业投资和扶持众创空间等。目前,创业带动就业政策带来不少积极的社会影响,主要包括产生了大量就业岗位,让人们有更多机会参与经济活动;带来了增收的希望,提升创业者的社会阶层,同时优化社会结构和助推城镇化;有利于提高长期报酬,让人们在创业和就业中实现自身价值,增进社会融合。为此,建议进一步简政放权,完善创业政策体系,降低中小微企业用工成本,加强对重点人群的创业扶持,从而营造更加良好的创业环境,增加创业的社会效益。

Study on Social Impact of Entrepreneurship-Drives-Employment Policies

It''s a significant strategy to motive entrepreneurship aiming at employment and people livelihood. Since 2014, China has introduced a series of entrepreneurship-drives-employment policies, such as reform of commercial system, simplification of start-up, decentralization, fiscal and tax supports, invest-motivation and support the maker space and so on. Nowadays, there are lots of positive social impacts deriving from entrepreneurship- drives- employment policies, including that job creation, earning raise, social class ascension, social structure improvement, urbanization-boosting long term remuneration increasing and social cohesion enhancing. Ultimately, this paper suggests that further decentralization, perfecting entrepreneurship policies system, reducing labor cost of small and medium enterprises, and strengthening the entrepreneurship supporting on focus groups, and then China will create a better entrepreneurship environment and increase the social benefits of entrepreneurship.
