中美政府工业和信息化管理机构及其职能比较分析

无论在发展中国家还是发达国家,工业都是促进社会经济快速发展的主动力,信息化时代的到来则加速了工业化进程。与现代化工业高度发达的美国相比,中国目前尚处于工业化中期发展阶段,工业和信息化管理机构的设置、职能及运行机制也有很大的差异。因此,我们在借鉴美国成功经验的同时,也要充分考虑到国内社会、政治、经济及信息化发展水平等现实状况,选择适合我国工业和信息化产业发展的政策与模式,促进＂新型工业化道路＂的快速发展。

Comparative Analysis of the Organizations and Functions of Industry and Information Technology in the United States and China

In both developed and developing countries,industry is a primary impetus to promote the rapid development of economy and society,and the process of industrialization has been accelerated with the advent of the information age.China is currently in the middle phase of industrialization compared to the highly-developed modern industry in the US,and therefore the government organizations of industry and information technology are very different between the US and China in light of their structures,roles,responsibilities and operation mechanism.Through the comparative analysis of government organizations of industry and information technology between the US and China,this paper aims to summarize the successful experiences from the US so as to provide the guidance and reference for restructuring government organizations of industry and information technology in China.
