“省管县”体制改革的AGIL功能探析

“省管县”体制是我国地方政府行政体制改革的重要趋势。根据西方社会学主要研究方法之一——帕森斯的AGIL分析框架，“省管县”体制改革在实践中体现“适应”（A）、“目标实现”（G）、“整合”（I）、“维系”（L）四个层面的功能。对其功能发挥的积极层面和不足之处进行分析，可为“省管县”体制改革的推进提供一个新的认识视角，有助于理性地认识“省管县”体制改革的实质和改革障碍，从而推进改革。

AGIL Functionalist Analysis of the System Reform of Province-over-County

The system of province-over-county is an important tendency to the hierarchy system reform of the local government. Discussion on its functions is conducive to the further implementation of the reform. According to the AGIL analysis framework, the system of province-over-county has four functions： adaptation, goal attainment,integration and latency. On the basis of analysis about the positive aspects and shortcomings, this paper provides a new perspective for the province-over-county system reform, which may be of help to the reasonable knowledge of the reform nature and obstacles and thus push forward the reform.
